Admn issues order against wanton killing of wild life

ITANAGAR, July 20: Expressing concern over wanton killing of wild animals inside the wild life sanctuaries as well as village forests area by some unwanted elements for consumption and commercial purpose despite repeated order against it, the Papum Pare district administration has advised the law abiding citizens to cooperate in nabbing the culprits for punishment under Wildlife Protection Act 1972.

In an order, the Deputy Commissioner Nandini Paliwal said wanton killing of wild animals is posing threat to the existence of many species of wild lives and also leading to ecological imbalances in the district. As per section 51 of the Wildlife (Protection) Act, 1972 killing of any variety of wild animals is a crime and the persons indulging in such activities are liable to be prosecuted, the order said.

The order further stated the persons involved in such criminal activities will be punished under the Wildlife Protection Act 1972.

Doctors threaten stir

ITANAGAR, July 20: Arunachal Pradesh Doctors Association has threatened to go on a state wide protest if the government does not come out open with the investigation and action taken against Police officers involved in assault of Dr Tana Talim Tara, Medical Officer of Leporiang.

On June 28, APDA had lodged a complaint against the assault with a warning that if within ten days, action was not taken, it would go on protest. The proposed statewide protest was kept at abeyance after an assurance from the government. However, after govt inaction, the APDA today threatened to go on protest.

Dr Tana was allegedly beaten up by the Police which resulted in rapture of left tympanic membrane.

GWS demand action from Govt.

ITANAGAR, July 20: Galo Welfare Society in a representation to the Chief Secretary on “unnatural Custodial Death” of Late Jumchi (Tachi) Nguso appealed for booking of Police Officers and Personnel involved under Section IPC 302.

Late Nguso, a bus conductor by profession was on his way on foot from Pappu Nallah to catch a bus from Naharlagun Bus Station to go to his place of duty at Daporijo on July 15 when he was hit by a vehicle belonging to the security cell of the Chief Minister. The vehicle coming going towards Itanagar allegedly hit Nguso. The Officer K Pait informed the Police regarding the accident. However Police team led by SI Suresh Singh of Naharlagun Police station instead of taking him to hospital brought him to Police station where Late Nguso was allegedly tortured.

The GWS termed Nguso’s death a clear case of murder and violation of Human Rights committed in group by the Police personnel in uniform. The Society’ while condemning the barbaric and brutal act of the Police appealed to the Govt. to institute inquiries at different levels to find out all the persons involved in the act and punish them as per the Law.

Suresh Singh, SI and his team of boys should be immediately booked under IPC 302, arrested and kept behind the bars till the inquiry is complete, it said.

It is also appealed to the Govt. that the wife and children of the deceased should also be suitably compensated by the Govt.

‘Galo Welfare Society’ has also constituted an ‘Independent Fact Finding Committee’ (IFFC) on its own to find out the actual facts and persons involved in the incident with Bamang Tago, Chairperson (ACR) as the Chairman of the Committee, advocates Dicky Panging and Sunil Mow and president Arunachal Pradesh Women’s Welfare Society Dharmawoti Mongmow, President as member and Domo Padu member Secy.

An early action by the Govt. in unearthing the persons involved in the incident, giving exemplary punishment to the culprits and awarding suitable compensation to the kits and kinds of the victim will go a long way in upholding Justice in a Civil Society.

Dry Run for smooth conduct of QBR

ITANAGAR, July 20: For smooth conduct of the Queens Baton Relay in the twin capital cities of Itanagar and Naharlagun on July 22, the Capital Complex District Administration conducted a Dry run this afternoon covering all the places to be touched by the Queens Baton Relay.

Parliamentary Secretary Sports & Youth Affairs Wangki Lowang and Parliamentary Secretary Land Management and Labour & Capital Deputy Commissioner Dr. S. B Deepak Kumar and SP Hibu Tamang along with team of officers from the District Administration and Sports & Youth Affairs joined the run and took note of every locations in the twin capital cities where the Baton would be passing through.

Received by the Raj Bhawan Officers including ADC to Governor Sqn Ldr M. Bhardwaj and Maj R.D. Gonte, the Dry Run team visited Raj Bhawan campus through the Main Gate from where the Baton would be arriving and were guided through the campus up to Raj Bhawan Helipad Gate. The team also visited the spot where a Sapling would be planted when the Baton arrives to commemorate the event.

Tawang is gearing up to receive the Queen’s Baton Relay which is scheduled to land on the soil of Tawang on July 22. The district administration conducted social services in all the offices, market areas, and schools today. The DC’s office, officials and staffs also participated in the early morning cleanliness drive.

Meanwhile All Tawang district Students Union while welcoming the queen's baton relay in Tawang has assured to volunteer to make the relay a success.

BIM records 125 species on day one

MIAO, July 20: On day one of the Butterfly India Meet (BIM), some 125 species were sighted.

Its an incredible achievement that in a single day, we have been able to record 125 species of butterflies, uncountable dragonflies and moths, said butterfly enthusiast Subramanium Kalluri.

Arunachal Pradesh Police versus the citizens

Unlike other places in North East where Police and Army personnel are epitome of everything that can possibly go wrong in a civil society, in Arunachal they commanded some kind of respect. But that came crumbling down on July 15 when APST Bus conductor Jumchi (Tachi) Nguso died a death no one deserved.

If we believe the media reports, the Police categorically said that he jumped into the car with an intention to commit suicide. Yours truly might sound as ridiculous as the Police but anyone in their sane or insane minds would choose other ways of committing suicide rather than walk on a road specifically targeting a vehicle belonging to Chief Minister’s Security cell to come hit them.

Speculation apart, the fact remains that Nguso was denied medical attention for two long hours. Even in bad road conditions, BTM Hospital and Niba Clinic is mere three minutes drive from where he was hit by the vehicle. The Naharlagun General Hospital is mere ten minutes drive. Rather than medical attention, the officer took him to Police station setting a perfect bad example of inhuman treatment and violation of very basic human right.

We would never know what exactly happened at the Police station unless the Police come forward which is almost next to impossible. Today honesty is not something we associate with the law keepers.

Despite SIT, Magisterial and independent enquiries, it is unlikely that we would ever get the details of what happened in the last hours of Late Nguso’s life.

The public outcry after Nguos’s death was unprecedented. Despite our common Arunachalee heritage, hardly have we come forward for a common goal. But on July 15, led by students, irrespective of their affiliations, tribal and non tribal came out in open against Police. This should be a message for the Arunachal Pradesh Police. When law keepers do not respect their profession and wear their uniform with pride and responsibility, citizens will not go out of their way to tolerate them. There may be good men and women out there in uniform but when the department is subjected to such public humiliation, something must be terribly wrong.

A couple of months back, the Home Minister Tako Dabi had Arunachalees squirm in acute embarrassment when he proudly announced on a prime TV channel that it was okay for Arunachal Police Personnel to have a drink or two while on duty.

Later on the Minister went on to become a hero when he campaigned for the cause of eunuchs by writing to the Home Ministry that they be included in Police forces.

Yours truly would hope that he campaign for an Arunachal where Police takes an injured to a hospital and where common citizens could walk on the road whenever they want to, devoid of any fear and intimidation.

Medical camps at remote villages in Changlang

Changlang, July 20: District Health Society, Changlang under active participation of DMO, Changlang Dr Pramathesh De and DRCHO Dr P Dutta concluded 7 days RCH outreached camp through School Health Programme at various difficult and remote areas in the district.

During the camps, total of 792 patients were provided free treatment with distribution of free medicines in the schools namely, KGBV Longlung, Govt Middle schools Saching, Bubang, Hadap, Phangtip, Yangkang and Govt Sec School Kongsa.

Anti natal check up were also provided to pregnant mothers and 185 Children with age in between 10-12 years were given TT injection. 151 blood slides for malaria were collected during the camp where some of the positive cases have also been detected.

Group meeting amongst the public and students through involving PRI, public leaders, teachers, Govt Officials etc was also organized to create awareness on maternal & Child Health, Family planning, TB, malaria, HIV/AIDS and other health related diseases including discussion on situation on sanitation and cleanliness drive.

Advocacy Programme/counseling on Adolescent Reproductive and sexual health were taken up amongst the students of different schools.

Medical Officers Dr Minsing Ngemu, Dr Tape Kaye and Dr K Mossang from district hospital; Changlang rendered their sincere efforts providing a platform for the villagers and students of remote areas to avail maximum benefit from the camp. (DIPRO)

State cabinet approves jobs for Palin victims

ITANAGAR, July 20: The state cabinet has approved creation of group D posts for ten bereaved families caused by devastating fire in Palin which took the lives of 10 kindergarten students on Feb 10 this year. The fire which broke out at a hostel killed ten students and injured scores of others sending a shock wave across the country.

ADC Pania Chukhu Takar has informed that state cabinet has approved the creation of jobs.

The ADC further revealed that detailed estimate has been prepared and sent for technical approval and sanction to the concerned agency for construction of memorial at the inferno site.

Regarding Rs 34 lakh relief package from Prime Minister relief fund, he informed that, the bank account number from the victims have been taken and intimated to the concerned authorities for onward payment which will be released in due course of time directly in their accounts. Giving a details of the action taken, the ADC said, a day after the tragedy, Chief Minister Dorjee Khandu visited Palin and announced construction of high power committee to investigate the causes of mishap, also constructed another committee to ascertain quantum of relief and measures to be taken headed by education minister Bosiram Siram, MP Takam Sanjay and all the four MLAs of the district and announced sum of Rs 20 lakh from his relief fund which was immediately dispersed after following all the formalities and laid down procedures. He further informed that a sum of Rs 1 lakh was provided to next of the kin of victims and Rs 50,000.

NSU against CRPF occupation of hostel

ITANAGAR, July 20: The Nocte Students Union ((NSU) has served an ultimatum to the Tirap district administration demanding shifting of CRPF camp from Boys’ Hostel of the Government Higher Secondary School, Khonsa.

In an ultimatum to Deputy Commissioner, the union said that the students’ academic results is not up to the expectation and they show very poor results in Class XII exam this year due to accommodation problem. It said the CRPF captured the hostel for last four years and the students of this backward district could not bear the expenses of rented house. Resenting that the administration failed to pay heed to repeated representation submitted earlier in this regard, union said, it has taken a decision to launch phase house bandh call in favour of its demand. First phase of the 12 hours bandh will be observed on July 28, the union further said.

In a separate letter the union also appealed the DC to monitor the ongoing construction of township road in order to maintain quality works.

GPM delegation apprises PR Minister of their grievances

ITANAGAR, July 20: A delegation of Gram Panchayat members of Upper Subansiri district today apprised the Panchayat Minister, the Commissioner and Chief Secretary of their various grievances through a memorandum for quick redressal.

While demanding review and recast of Backward Region Grant Fund (BRGF) in the district, they alleged that the District Planning Commission has approved the perspective plan without taking consent of the respective Gram Panchayat Members which is gross violation of the prescribed guidelines.

They also alleged embezzlement of public money by implementing agencies.

"The implementing agencies are making payment without ensuring any work execution under BRGF and Border Area Development Programme," they said in a release and demanded for sending Special investigation team to Upper Subansiri district. The officers and officials responsible for wastage of public money should be punished, they demanded.

Alleging misappropriation of TFC grant, the release claimed that Centre had released Rs 8,90,000 for Upper Subansiri district in 2009-10 but Gram level share has not been released so far and utilization of fund so released are still not known.

The team also demanded immediate launching of Shakshar Baharat Mission (SBM) in Upper Subansiri, Awarding MGNREGA supply component to GPMs.

NCP unhappy over deplorable road condition

ITANAGAR, July 20: Papum Pare District unit of Nationalist Congress Party (DNCP) has demanded the government for adequate fund provision in the current AOP for maintenance of all roads connecting the district headquarter Itanagar.

Expressing discontentment over non-maintenance of the Itanagar-Poma-Jote road, which is in deplorable condition for decades, the district NCP unit in its meeting today demanded the state government for judicious utilization of SPA fund in such public utility sector instead of allocating it to legislators on piece-mill basis since SPA fund is basically meant for such purpose only.

While criticizing the State PWD for failing to live up to the expectation of common people in properly maintaining the roads, the party opined that government should give freedom to department in preparing AOP. Itanagar-Poma-Jote road is the lifeline for people of Papum, Poma, Jote and Batt villages and it is also one of the major routes through which tourists from different parts of the country and abroad visit Ganga Lake, Biological Park etc. However, flow of tourists has dropped significantly in the recent times due to worst road condition, the party claimed.

Daporijo needs proper garbage management

ITANAGAR, July 20: All Tagin Youth Organization alleged the Urban Development Department and the District Administration of not maintaining proper garbage management system in the Daporijo Township.

It appealed to the concerned authority to take up immediate action to keep the town neat and clean.

The union further concerned over the skyrocketing prices of essential commodities in the area appealed to the authority for strict implementing of the prices of essential commodities fixed by the district administration for the greater interest of the consumers.

Civil-Army coord. meet held at Tawang

TAWANG, July 20: A Civil-Army coordination meeting was held at Hqs 190 Mountain Brigade yesterday to sort out the common issues pertaining to streamlining of the procedures of issuance of Bumla Tourist passes, grazing permits for forward areas, regulations of stone quarry within the army area, free medical facilities for remote villages by army and other matter related to land acquisitions for AP Scouts HQs and army units operation in the district, reports DIPRO.

The meeting, however, gave emphasis on procedures for obtaining permit for tourist to visit Bumla and local grazers, timely acquisition of land for army.

While interacting with the army authorities, Tawang deputy commissioner Gamli Padu requested all concerned to extend cooperation and agreed to have periodic interlocutor with the army authorities of the district so that the action points emerged in the meeting could be reviewed time to time.

Brig. CP Mohanti, Commander, 190 Mountain Brigade represented Army in the meeting.

Some suggestions to APPSC

Dear Editor,

We would like to request the Arunachal Pradesh Public Service Commission (APPSC) to give another chance to the unemployed youths who are hitting the road with some hope every day.

Firstly, it is an earnest request to the APPSC that it brings some flexibility by keeping waiting list in the final selection list in every competitive examination. The reasons being that many a times scores of selected candidates do not join the job after having got selected due to several reasons such as if the post is lower in hierarchy than the one which one is presently holding. It happened at last APPSCE examination too. Waiting lists will definitely help some candidates/unemployed youths to get absorbed on time if some selected candidates decline to join the same.

It is also to request that the APPSC increase the age eligibility of the APST candidates to 35 years from present 33 years (with 5 years relaxation) so that those desirable candidates who are on the wrong side of the age now and who could not make it in previous examinations also get another chance to make their Life. Reason being that most of the Arunachalee youths in the state are on contract jobs to eke out their living. The 5 years relaxation criterion that is in force for those in government jobs don’t cover these candidates. More so, the candidates coming from the lower strata of the society are not lucky enough to get a regular government job. For them APPSCCE is the only alternative where they can at least pinup some hope. This would give them another chance to make their life once again.

It is requested that the 175 Marks kept for viva voice be reduced to 50 marks or maximum to 75 marks to churn out better candidates on right spirit. It would also be appreciated if the candidates called for viva voice is screened by only one group of Board members rather than viva voice being taken in many rooms simultaneously. No doubt it would help the APPSC to wind up the entire process early, but cannot be ruled out that there won't be any variation in screening the candidates and also awarding the marks. Even 0.5 marks difference in the process due to difference in approach of different board members can make or break anybody's career.

Individual difference do exists and these cannot be ruled out for different board members too.

Lastly, it is also requested that the marks of the viva voice test be awarded with Marker Pen instead of pencil and an eraser. It would go a long way in upholding the sanctity of the entire examination process.

Recent news of Tachi Nguso's death opened the eyes of the public that "dadagiri" is not the only thing Police and IRBn can do. Arbitrary arrests, beatings and torture to force confessions, even the cold-blooded gunning down of innocent people can be done by the police personnel in AP. People of Arunachal should give a big applause to APP and IRBn, the so called crime fighter for earning such a great name within a short span of time.

I wonder how they are trained. I think most of us experienced how they treat when we drive through at night in Capital Region. Instead of asking politely, they try to frighten us. The police are supposed to protect the people and not to intimidate. It is high time that the police also start behaving in a civilized manner.

Tachi Nguso's death is message to every citizen of Arunachal Pradesh to be united and fight for justice or else next victim could be any one of us.

All Jigo-Yego Intellectual Forum would like to express our dissatisfaction over the action taken by the Govt. of Arunachal Pradesh on Lt. Jumchi Ngucho case and the statement made by the concerned department.

We want to ask the authority concern that if the deceased was mentally not fit then how come he was employed by the Department of Transport.

It will be remembered as one of the heinous crimes in the history of Arunachal Pradesh where a wounded person has been taken to Police Station instead giving Medical attention.

Our Police Department should know that under the charter of United Nation, a wounded soldier is also given first aid treatment in the battle field by the enemies. But it was an opposite case on the fateful day of 15th July.

The steps taken by the department concern against its police personnel is not satisfactory where few people have been punished.

We appeal to all the people of our State to raise their support for the cause of justice against the atrocities made by the Police Personnel towards the innocent and law abiding citizens. If today we keep quite then tomorrow it could be happen with any one of us.

The amount was announced during the Agam-Dobo function organised at Tekang village. Bharat Shiksha Ratan award for Dr Heli

ITANAGAR, July 20: Dr. Taba Heli Programme coordinator, Krishi Vigyan Kendra Papum-Pare (Arunachal Pradesh) has been awarded with “Bharat Shiksha Ratan award” by the Global Society for Health & Education Growth, at a glittering award ceremony held at India Habitat Centre, New Delhi yesterday.

He has been chosen from the field of education growth and Rural Development chapters.

Dr. Taba Heli hailing from Yazali (Lower subansiri dist.) is the first Ph.d among Arunachal Pradesh in the animal husbandry and Veterinary science.

Prior to his assignment in KVK (ICAR), he dedicated himself towards Mithun Development activities by establishing Mithun farms at Sagalee and Lichi in Papum Pare district (AH& Vety.Deptts.) and carried out research works.

MLA gives emphasis on quality implementations of schemes

ITANAGAR, July 20: Kalaktang MLA T N Thongdok has stressed the need of maintaining quality in implementation of Govt schemes.

Addressing the meeting of the newly elected members of the block, the MLA who is also chairman of the Arunachal Pradesh State Pollution Control Board also urged both the Congress leaders and Panchayat leaders to work united and cooperate with Govt officials in implementation of Govt plan and policies. Bodies of 4 AAPWU units dissolved

ITANAGAR, Jul 20: All Arunachal Pradesh Workers’ Union (AAPWU) has dissolved the bodies of its Upper Subansiri, Upper Siang, East Siang and Tawang branch units on expiry of terms with immediate effect. AAPWU, the central body, has advised the district units to re-constitute bodies within July 31.

Foot and Mouth disease

ITANAGAR, July 20: All Sagalee Students Union (ASSU) has demanded compensation to the family who lost their Mithuns due to outbreak of foot and mouth disease recently.

Claiming that many farmers have lost their Mithuns due to outbreak of disease in Sagalee area, the Union appealed the Mithun owners to approach the nearest veterinary centre to precautionary measures. It also urged the authorities, MLA and Panchayat leaders to look into the matter seriously.

Chakka Bandh passes of peacefully

ITANAGAR: All Arunachal Pradesh State Transport Employee Welfare Association has observed a peaceful 12 hours Chakka Bandh and Tools down strike today.

The Bandh was observed to protest against the inhuman torture of Tachi Nguso an APST Bus conductor by police.

Earlier, AAPSTEWA had demanded termination of all the culprits involved in the death Nguso and also demanded job compensation to one of the bereaved family member.

Order against unauthorized building

Tawang: Deputy Commissioner, Tawang has issued an order against the indiscriminate and unauthorized construction of buildings, raising of structures and public amenities all along the side of the National Highway and other roads in the district by various departments without prior permission from the concerned authority.
